This always comes down to the inputs being different between two (or more) user machines, typically when one or both have a default saved View that loads.
Check the following:
Filters - Make sure filters match up between users, especially the "Supplier Level" filter:
Display Mode: Under the "Display" options, Check that the "Display Mode" matches up, "All" vs "Needs Ordering:
Days Coverage: Still in Display Options, check that the Days of Coverage value is the same (e.g. 0 versus some non-zero number):
